Exactly, all five matches should be under the mark. Thus the average of them will also be under :-) But you cannot send in 3 under and two over even though they average below 3.5.
Still, cherry picking is very much the case here, but that really doesn't matter, because:
1) You have to get your 5 matches approved within a year (rolling year), and
2) You only have a limited number of shots, since it is only matches played in tournaments that are approved for the norm, which counts.
And for cup tournaments, the more matches you win, the more shots you get. Typically, a very active Danish elite player, who wins more than 50% and records all matches, will get around 40-45 tries in a year, half of which come from the team league. In reality, I doubt anyone will ever get more than 30 matches recorded that are approved for bot norm, and the majority of players will have approx. 20 shots at it in a year.
So, even though cherry picking is allowed, it only increse your chances in the manner that an active player have more shots at reaching the goal. No-one obtains the norm as a freebie, since you need 5 with a certain pace, and only have so many chances.
It has been harder for people to do than what was initially thought it would be, since we're talking typically 17 point or 25 point matches, played live, analyzed with XGR++ one pass (often yields higher PR than your typical two pass analysis).
