13/9*/5(2) seems solid enough, but I think it's a little better to take out the 21 point slot. So 8/4*(2). With that, 13/9*(2) for a little solid structure just in case. Of what? Blue isn't tied to going after the 5 point next. He might want to attack the ace or deuce point instead. Other plays don't add to his builders, and the 9 and 11 points might be useful lest an out of order attack become a little too blotty.
