As to clocks, length of matches, type of tournament events, etc that a tournament director must decide upon, That should always be left to his personal choice. He is the one investing the time energy and money to stage the event , hopefully in a way for the players benefit.

The use of clocks/no clocks doesn't significantly affect the director. Thus, the choice should be by popular demand, and should have nothing to do with the personal choice of the director. If you loathe clocks but all 60+ people who show up want to have a tournament with clocks, you better change your ways in a hurry.

The choice between elimination and Swiss makes a HUGE difference to the director.
