1. I am happy to hear that you have opinions and standards to determine who is open and who is intermediate. Are these written somewhere? Are they available to the players in advance? Are they definitive or simply determined by what the committee thinks? If a player moves up to Open, can he ever drop back down? If a player doesn't agree with the committee can he appeal? Is the appeal method know to the player? If the tournament director chooses, can he make his own determination and ignore or bypass the committee? If the ABT makes a decision that someone can play intermediate or Open, will this apply to the player when he plays in other countries or in on-line competitions? What, exactly, are the criteria that will make the committee determine that someone should move up?

I am not interested in the specifics of the above answers and do not wish to debate what the answers should be...my point is that these issues should be addressed and formalized.

As for the format of the event and length of matches, etc., I did not indicate that these should be dictated to the tournament director or that individual tournaments cannot make these decisions as they please. You have created a typical "red herring" in bringing up these issues. But should each tournament director decide what constitutes the actual rules of play, how they are interpreted, and how to do with infractions? Should each director decide whether or not a player may appeal a ruling? Should each director decide who owns the rights to recorded matches? Should each director decide what constitutes a legal move? Should each director decide whether or not to hold public draws for competition? Should each director set overall standards for ethical behavior (or should there be a clear statement of player and spectator responsibilities posted in advance and consistent at all events)?

Not only do we NOT HAVE these issues resolved for US tournaments, they are not resolved and consistent throughout the world, and there is no reason they should not be.
