TDs usually have a good feel about who are the strongest players.

I don't know what you're basing this on. I agree most TDs will know not to let Kit Woolsey or John O'Hagan play in the intermediate but you're suggesting they know which players are too strong to play intermediate. (but probably weak Open players)

As a practical matter, it doesn't make a lot of difference to your chance of winning if there are a couple players playing in the wrong division

True enough...but it sure makes a difference to their chance of winning.
