Hit, Cover or Point?

When Casper and I agree, one of us is often right ;- I think the double hit should be better than making the 4 point. 5's and 2's hit back either way, and those probably favor pointing for having made a permanent improvement. But the other 3's (3-6 3-4 3-3 3-1) should favor the double hit in a big way, and the 1-4-6 combinations also, but not as big.

What's "cover," 13/7? That looks very weak.
