There are many objective ways of determining this;

I don't think "objective" = "good" (in this case). If you had given a specific formula, I was going to provide two or three examples of how a TD would do a better job of sorting who should be in which division than your formula.

As a general rule, I think players should be given the choice of which division they want to play in based on what they can afford and what level of competition they want to face. The only exception being that if you win too often, you should give someone else a chance and move up to the Open.

Maybe you or Phil or somebody else would like to write an article, "When is it time to move up?" offering suggestions to players about when it is time to start playing in the Open Division.
