Someone who plays a lot and occasionally cashes could (in the above scenario) be forced up to Open
That would be bad, wouldn't it? Merely average players (average for the division) who play often should cash occasionally, if not often. That hardly means they should move up to the open, does it? Well, I guess some people do think so.
But it would be a consistent (across tournaments) ...
I couldn't defend a "consistent" standard that makes bad decisions, just because it was consistent; I don't think you would, either.
Part of Tom's point was: "Top players are not supposed to enter the Intermediate division...." "most top players will properly put themselves in the right division...." "As a practical matter, it doesn't make a lot of difference to your chance of winning if there are a couple players playing in the wrong division."
Two points:
(1) Tom assumes that the top X% of the open players should not play intermediate, but the bottom Y% can if they want to. Is there any consensus on how how large Y% is? I don't think so. Personally, I think it should be quite large.
(2) I think Tom's right that most players correctly self-select, and if a couple of players end up in the wrong division, it doesn't make much difference to anyone's equity. In fact this doesn't even seem to be much a problem except when a rare player has a great deal of success in the intermediate division. And then some people start wondering why he or she is still allowed to play intermediate.
