The REAL difference between Intermediate and Open

Hypothetically speaking - say there is a player (Average PR somewhere in the 8-10 range) who is moved up from Intermediate to Open because they cashed in a number of events including a couple wins. One reason for their success is that they are a frequent ABT player.
Now assume they start playing in the open, and they never cash over a significant number of events. Should there be a mechanism to move them back down as well based on their showings in the Open?
It seems to me if there is no mechanism to move down then such a player could conceivably give up on tournament Backgammon because they know they will likely see significant losses.
If you are going to go with some standardized system you need to balance what is fair for the players in the event with encouraging people to continue to play Backgammon.
