I agree with you. In a clocked match, why bother, as long as the player doesn't spend my time or any extra time writing...
In most cases, that is also the way things goes in the DBgF, however, our current rules state that the opponent or the tournament director can insist you do not write down any positions or the entire match. On the other hand, the tournament director can insist that a third party (or video cam) records the match.
The rule doesn't really distinguish between clocked and non-clocked play (except for the mechanics of when/how positions are noted), so I think it is an old rule from before clocks, that has remained more or less untouched.

I guess some people just don't want to spend their energy policing if the opponent uses the pen and paper for anything else than noting? I don't know why you would object otherwise. Maybe if you write down the rolls in neat columns it is easier to keep a running pip-count (until too many checkers have been hit)?
Would anyone object to someone using the score sheet to note the score as "away" points? Starting at -17, -17.
