I'm not paranoid myself. However, as any experienced magician or cheat knows, the more methods you have available, the easier it is to avoid detection. Using the same method repeatedly carries a higher risk of detection. Switching among a large array of methods makes detection much harder.

Each proposed rule to block cheating carries a cost and a benefit. I'd personally agree that the cost here outweighs the benefit, but I don't think the benefit is zero. It does make life harder for the cheat.
