I don't think anyone is guessing. (other than me in the upcoming sentence) I believe storm knows he could copy and use all the information he requested without any legal ramifications, no question about it. I think he's being considerate by asking for the go ahead nod from all involved. If he wanted to, he could take all the information and do with it whatever the hell he wanted without any sort of actual legal repercussions whatsoever.

It's appreciated and expected that someone says "Is this okay?" but in reality they don't have to, legally.
