I wouldn't have thought that. I'm looking at the first position. One way to test that thought would be to see if 0- and 2-ply play White's next roll the same. That takes time. A shortcut would be to see if 0- and 2-ply play Blue's 3-1 the same. They don't!

A position where one viable game plan is to get more checkers sent back isn't a position I want to roll out on 0-ply.

That doesn't mean 8/7 isn't the best play. I think it is. I think 0-ply has found the best play. I think 2-ply will also find the best play. But I don't think 0-ply has found the second best play!

If we roll this out 2-ply, what do think the biggest or most interesting difference will be between the 0- and 2-ply rollouts?
