The fix it download and MSI file, this is a Microsoft install archive. So you can download it in *any* browser, and then run it and it will apply the patch to your version of IE.

If you wait until the next monthly release of patches, then you will only need to install that and it will fix everything (you won't need both)

In the past some temporary out of cycle solutions have been pushed out, and not found to fix everything, but Microsoft felt that something they think fixes the problem with limited testing was better than nothing at all.
