In general GG sticks to one account per user. There are some special cases where extra accounts are created ie Some tournament hosts have a secondary account.

There are multiple examples of this not being followed. But I guess the rules for the online bg community holds true for GG as well. What you can and can't do relies heavily on whether you are, either by merits or claim, a "someone".
