Whether or not 13/8 13/7 is best, I agree that it should be a candidate. In general I find that Robertie is not as careful as, say, Woolsey is about considering all viable candidates.

In general I think that 24/18 tends to be better when Blue is equal or ahead in the race. 13/7 is a priming/attacking play, and it risks losing ground in the race if the checker is hit. On the other hand, here 24/18 gives White a chance to attack with all those stacks and blots. Not sure but I slightly prefer 24/18.
