The important feature for me are the 2 checkers out of play on White's 2 point. This means that Blue anchor on the 22 is at least semi-advanced, and that White is not going to win a prime versus prime game. The 22-anchor is often strong against a made deudepoint, just as the 23-anchor is often strong against the made ace. It cannot be readily primed, and creates a lot of shots (the two checkers out of play cannot be used for priming and reduce flexibility).
So I would not worry much about improving the anchor to counter any prime building, and would just fill in the 4. And then I'd pretty much want to cube any reply. Therefore I'd start with 8/4 6/4. The upcoming cube is going to affect the last 2. If 13/11, we lose our cube after 64 and 61, not so after 8/4. So I'd probably play tight, 8/4(2), even though 8/4 6/4 13/11 is the better cubeless play. Not sure about this part of the play though.
