I would play 13/7 8/7 as well, though my reasoning seems to be slightly different. I first looked at cleaning up the blot but this looks awkward and we're likely to continue to experience awkwardness. 13/6 looks nice, but White then has reasonable chances of hitting and winning going forwards. That leaves 13/7 8/7, which, by blocking the bar point while White still has an ace-point anchor, makes it hard for White to win going forwards by hitting. Leaving two blots could backfire, but if White doesn't roll well then Blue has a flexible position with many ways to improve.

Often we don't want to make the bar against a backgame because it's hard to clear later, but here I think we need to nix White's forward chances first.
