Wouldn't requiring that a minimum number of questions be answered fix this. It needn't be many. Maybe just say 3 out of 20.

Also is the situation Tim described of no one answering a question meaning there is no incentive to answer it really relevant? Would a player know that no one has answered it?

Does the snowball effect depend on players agreeing on which problems are difficult? Would players agree on that?

Tim's points also seem to assume a maximize expected value strategy which for many players would mean just skipping every question. But isn't the point of a contest to win it in which case that strategy is clearly bad?
