I agree with the last part of Bob's post.

Furthermore, at the time you conclude that you are below average of the field, you would probably have some catching up to do (i.e. skipping may not be enough of a gamble to close the gap).

Anyway, how will this test be delivered/administered? What will the format and media be?

I'm thinking if you have the option to distinguish between not taking a question, and not giving an answer!

Say the quiz will run on a website, where you authenticate to get your Q. For people not logging in that day, you could score the "zero" (your original model), but for people actually seeing the question and choosing not to answer, you could score the more harsh "worst option".

That would bring you close to your goal. A relaxed quiz where you can skip questions if you don't have the time, but where it is hard to speculate in skipping (once you get the Q, you must give an answer).
