In Europe, we would not consider a tie a win, even if a tie is enough to retain the title. Retaining the title is the first objective, after that has been secured, still the win is at stake and that then becomes to objective.

It is a cultural thing: In the USA, title has been decided, so no point continuing and hence bad manners to continue play in full when the other has stopped playing. In Europe, still the win at stake, so play on. When the two play, there is a mismatch between the expectations on what the other side will and should do, and there you go.
