You got it. Trying to max the score and the margin of victory. In the USA, that is considered bad sport and an insult. In Europe, we look at this differently (my views are exactly yours, I could have typed it up except that I have no clue what 8-ball is).
Perhaps because in the main European sport (soccer), goal difference is used as tie-breaker, and we know that in the knock out stages an at home win of 3-0, 2-0, 1-0 and 2-1 are hugely different in the overall chances to go through.
I don't think that goal difference is important in any of the main US sports, so that might explain a different view on running up a score.
