If Blue were further behind, or if a shot was coming ... but the race isn't hopeless, there are no shots next turn and few shots the turn after (about 5%). Keeping the anchor is a big waste of 12 pips, leaving Blue needing 28 pips to bear in instead of 17. If Blue runs one checker, 4-4 1-1 4-3 and 2-2 hurt bad. Which leaves 20/8(2) for a race that should win 1/3 of the time or so.
