I think the only way to make use of our 3pt with a spare and hence a stronger board is to hit twice

I agree that hitting twice is best and I think that's a good observation about the 3 point spare. Another way to use the spare is 6/2 3/2, but although that makes a third board point, it's awfully passive, giving Blue no follow-up offense and no defense.

If we are hit, we can pick up the white blot on the 1pt.

That should be important, too, because it means we shouldn't count all hitting responses as good responses.

21/16 looks way too passive. White will hit with 24 numbers -- 4s, 1s, 2-2 5-6 and 6-6. With nearly everything else White will just make a point or two and wait. The only number that does nothing much is 6-3.

13/8 also seems too passive. Both sides' boards are weak enough that neither side will refrain from attacking and neither side will care much if checkers get sent back. White attacks with 2s, 4s, and 6s, and neither Blue's weak 2 point board or White's ace point blot (which can be turned into an asset with some hit and cover rolls) will deter White from attacking.

8/4* 6/5* puts two checkers on the bar, starts both the 5 and 4 points, and creates 4 builders if White enters one checker without hitting. It's better in all these ways than 13/9* 6/5. In response to these two plays, how many rolls hit? 21 after 8/4* 6/5*, and actually more than that after 13/9 6/5*, counting numbers like 2-2 4-4 and 4-2 that attack the 21 point blot.
