24/13 leaves you with a position that is "stacked and stripped"; that is, your points either have excess spares or no spares at all. Stacked-and-stripped positions may be temporarily safe but they tend to be inflexible and tend to force you to leave blots on your next roll.
In the early game, when your 8pt is stripped and you have plenty of spares on the midpoint, 13/8 is typically a very good 5 to play. It smooths your distribution and gives you several excellent point-making rolls next turn.
Of course, 24/18 13/8 does expose your bar-point blot to attack, so it might not be right. However, one of the factors you mentioned, namely your better inner board, is actually an argument in favor of 24/18 13/8, because by Magriel's criteria, a stronger inner board usually allows you to play more purely and boldly.
Anyway, the larger lesson here is that an early 65 shouldn't be mindlessly played 24/13.
