The FIBS organization, if I remember correctly, has several mechanisms in place to prevent those who repetitively drop from really appreciating in level.
Patti has put several mechanisms in place to discourage droppers. Every so often, she runs a script that turns every dropped match against one of the bots into a loss, the idea being that she knows who was the dropper in these cases. So you can't just play the bots and drop when losing. If you have more than 5 saved matches, you can't invite anyone to a new match, and if two players are on-line and ready and they have a saved match the server automatically resumes the saved match - neither can do anything until they either finish or one logs out.
But probably the best mechanism is the "show savedfor" command which shows each saved match and the score - if a player has several saved matches and is losing them I'm not going to play that person. Together with repbot and the Javafibs interface which identifies phone users (so I can avoid them) I find it rare that I wind up playing someone who drops or is unpleasant. YMMV.
I've thought about trying other servers where the competition is better, but I don't think that I'm good enough that I have a compelling need to move up to another level.
