You base that on what? You know the player in question?
He is a member of my team. Do I meet the qualifications?

I will tell you this much: He is better than the average of your opponents.
Some data from a large number of my matches from GridGammon: The average rating of my opponents is 1861, their average PR is 6.85! It shouldn't be hard to approximate what the PR of almost 200 pts lower rated player should be.
It shouldn't be hard to approximate what the average PR of almost 200 pts lower rated group of players should be. If you apply your method to 1 player, you are likely to get a wrong result. Mochy is around 1900 on GridGammon. If I apply your method, the result would be that he plays around 5 PR. Perhaps better statement would be "This player's PR is probably between X and Y"
