Firstly, your overestinating White's ability to slot freely because your underestimating blue's homeboard strength. However, your reasoning should not be completely ignored as there will be occasions where (for the lack of a better roll) slotting freely (with good reason) will be correct. This is not one of those occasions, however.

Tim has many positions involving containment issues (search archives) but the issue of containment here will only become apparent if blue hits a shot. Blue needs to anticicpate a future hit and be ready to contain White by means of the most efficient route of estbalishing an inboard 5 prime.

After 23/18 6/5, Blue will have 21 rolls that either cover the 6 or 5pt from the mid & 20pts or simply shift with an annoying ace and make a solid 4pt board with 6/5. Shifting with 4/3, 3/2 or worse yet, 2/1 will waste precious time and make the job of containment doubly difficult.
