I would never even consider shifting without QF. But knowing that this is a QF question ... I still hate shifting. If you are going to give 2 shots, why not play 14/4, 10/5, 7/2??

OTB, I might have slotted in front of the 6 prime. But that does not look right when I study it more. That checker could get stuck after a hit. Plus I tend to underestimate the danger of cracking the prime after a hit. I'll go with no shots:

14/9, 10/5, 7/2(2)
