You are right. It took me a while, but I finally located this post from Xavier, wherein he says:

So, yes XG only rotates on the first 36 rolls and not on the second roll if you roll over 1296 and 3rd roll if you get 36^3 games.

Robert, you should not get the wrong idea here. Stick is a very careful writer. He is correcting my error [thank you, Stick] concerning dice rotation, but he is not disagreeing with my statement:

It has become a tradition, however, to roll to a complete multiple of 1296.

It’s a convention we follow, but evidentally it has no advantage when the bot is XG. In the world of GnuBg, where dice are rotated through the second (and, I believe, even the third) roll, it does.
