On the second roll, it is correct to build against the 21 slot. With 2 down already, Blue's forward position is even more suited to a priming approach.
Making the five point is a must. However, making the seven leaves a lot of indirects; 8s and 9s in addition to the 7s that 8/2(2) leaves on the second roll.
I think making the nine point is strong enough, here, giving establishing four out of five points. The last ace I play by splitting, ready to escape, anchor, or even hit if White does fail to cover.
So, 24/23 10/9 6/5(2) gets my vote. Blue will almost certainly come out of the next exchange stronger than White, which can't be said for other plays.
