23/21 looks automatic to me because blue does not have any spare checkers to play and otherwise his position will collapse. After 23/21 I would definitely not play 13/9 because I do not want 2 extra checkers behind white's prime and not enough timing to move my checkers forward. I would consider all the other options 6/2 10/6 8/4. After 6/2 blue can play a combination of a holding game/race hoping that he will roll a 66. He has many rolls for a 66 so it is not hopeless. The problem I see with 6/2 is that white will not move from the 20 point for a couple of rolls. Every roll of blue without a 6 would play pretty bad after 6/2. I would try 8/4 as it generates some good attacking options with small doubles and pick and pass numbers. But more importantly after 8/4 if white stays, then blue will have good attacking options for sure after 2 turns. And probably this is enough to make white leave now from the 20 point. Getting hit is bad, but worse is destroying your frontwards structure. Between 8/4 and 10/6, 8/4 gets the nod, as it slots a point you want and leaves less shots.
