Typically, covering is better than hitting a second blot, but let's count shots.

After 13/3, 53 52 51 31 21 11 hit. That's 11 shots. After 21/11*, all 3's and 55 11 hit. That's 13 shots.

ATS, gammon losses don't matter so that makes 21/11* relatively more attractive. Still, I'd cover.
