Both plays look bold to me. 24/18 leaves more shots, for example.
I think the key issues to consider in this sort of decision are (1) the race; (2) flexibility; (3) game plan (race/attack/prime).
If you're behind in the race, that usually tilts the balance in favor of 13/7, partly because when you're behind in the race you're more likely to want to prime rather than to race. Here Blue isn't really trying to prime, but he is slightly behind in the race, so that argues slightly against the racing play 24/18.
Flexibility doesn't seem to point strongly towards either play. Often flexibility dictates that one should run the back checker rather than use up spare checkers on other points. Here, though, Blue's 20pt anchor and White's weak board mean that 24/18 isn't desperately needed for flexibility, and although 13/7 strips the midpoint, it leaves a pretty good distribution. From the point of view of flexibility, 24/18 vs. 13/7 seems to be a toss-up.
I think game plan tilts the balance here. Blue has the stronger board and White has a bunch of loose blots. Blue would like to attack, and is pretty frustrated that this roll didn't hit. 13/7 is the attacking play.
