A common heuristic that I see people use is to safety one checker if they can. That would call for 18/7. However, that's not a very reliable heuristic. 21/10 leaves more shots but Blue has a very strong board/prime so his main worry is getting counterprimed and being forced to break his board. 21/10 makes White's containment job much harder.
