I think the only recourse you have if you feel your opponent has not made a proper roll is to request that he follow the proper procedure next time. A roll should be taken over only if both players agree it was inadequate.
If your opponent persists in failing to follow the proper rolling procedure, then you should ask the TD to intervene. Presumably TD would put a monitor on the match. However here is another case where I don't agree with the rules proposed by Simborg et al. They write:
The monitor shall verify the score, the roll, legal moves, and all rulings. The TD may also give the monitor the right to award penalty points or even a forfeit for unsportsmanlike conduct. Players may not refuse the ruling of a monitor who has been appointed by the TD.
A monitor should be given only a specific responsibility, such as watching to see that proper rolling procedure is followed. It is too much to ask that the monitor follow all aspects of a match, such as legal moves, etc.
If a monitor sees that the proper procedure is not followed, he should point it out to the players. Further, he should stop the match and call the TD if there is a flagrant or repeated violation. I don't think it should be up to the monitor to award penalty points or award a forfeiture. (However, the TD may decide to award penalty points based on testimony from the monitor.)
