Keep in mind that Joe is not quoting the proposed rule, but rather a posted response from Phil.

"The dice must be shaken at least 3 times and dropped from at least 4" above the board." Dropped is not mentioned in the rule - but is the single most bothersome rolling infraction I encounter - i.e., the plop from the cup designed to bypass the lip and elicit no roll from the dice.

In a number of cases, Phil's responses have conflicted with or detracted from the proposed rule - or otherwise deflected the issue or created more ambiguity.
