The rules state what "should" be applied over the board by the players, voluntarily. There need to be specific guidelines so that arguments about what is "enough" shaking of the dice or other less specific guildelines would create.
Now that we know that 3 times minimum is expected, and 4" above the board, players know what guidelines to impose on themselves in order to be fair.
In the event you believe your opponent is not being fair with this, or any rule, at least you have some guideline to point to. Your best recourse is to nicely remind your opponent that you don't believe he is following the guidelines properly, and you would appreciate it if he does. If he argues, refuses, or continues to roll in a manner that you believe is unfair, then you can and should call the director. Now, the director, in his impartial wisdom and experience, can determine how to best handle the situation, but at least now he also has some guidelines so that he will not appear to be highly subjective, and the guidelines he has will be the same as those by other directors around the world.
Joe, if you don't think this is a proper wording or approach, I would love to hear your suggestion as to how to write and apply the rules. if there is a better way, I'm all ears.
