Thanks, Phil. There's obviously a difference between guidelines that players should try to follow, and rules that could result in a roll being disqualified. I'm not sure it is feasible to impose numeric criteria, or to disqualify a roll if the cup happens to hit the table (assuming it hits the table before the dice come to rest). I think Rule 4.1, as quoted by Bob, is pretty good. It is important that the dice are random. We all know indicia of potential non-random rolling technique, such as swirling the cup (rather than shaking it up and down), and dumping the dice onto the board, even from a height exceeding 4 inches. I think this is usually a manifestation of laziness on the part of the roller, and there are quite a few well-regarded players who do this. Of course, dice manipulation is not unheard of. I think it's up to each player to mention this firmly when it first happens, and if it happens repeatedly, a monitor should be engaged. Baffle boxes may help, although I understand even those can be circumvented. I prefer to play on a computer, which avoids this problem as well as fast rolls, illegal rolls, etc., but many players like to roll dice, and there's always the potential for someone to program a computer for non-random rolls.
Anyway, my vote would be to retain the current Rule 4.1. TDs and other BG gurus should make clear the importance of this rule and encourage players to report violations. If a player has a physical handicap, such that vigorous rolling of the dice is impossible or difficult, a baffle box, computer, random number generator, or designated roller could be used.
