Blue can play safe with bar 23/ 10/8 10/6 or bar/23 13/11(3). Or attack with bar/23 5/3* 13/9 or bar/23 5/3*(2) 13/11 or bar/23 5/3*(3). Since the safe plays don't give Blue much of an attack next turn, and give White many ways to attack, prime or run, I'd attack first with bar/23 5/3* 13/9.
