I don't completely agree with the above, but I do see where you are coming from and the intent. I don't believe the concept of defining how a player should roll in terms of shaking and the height of the drop is intended to allow his opponent to void the roll if the procedure is not followed. For one thing it would be nearly impossible to prove whether or not the dice were released 4" from the surface or not, or whether the cup actually hit the table etc. maybe these should be stated as the rules and procedures to assure random dice. But if you believe your opponent has rolled unfairly and by pointing this out to him you are not getting satisfactory cooperation, you do have recourse--call the director. He has many options to make sure this is improved.
One way is to appoint a monitor, but there is no reason I can see NOT to give the monitor broad powers and responsibilities. Assuming the monitor is a highly experienced, impartial person who truly knows the rules and what is fair, lets keep in mind why he is there. It's because the players don't get along and/or one of the players has shown not to be cooperative in applying the rules or good sportsmanship. The monitor can make sure EVERYTHING is done fairly and properly.
I have been a monitor and stopped poor rolling, negative comments, clock errors etc all at the same time. If either player had become abusive either to his opponent or to me, I would not agree to be a monitor if I did not have the right to penalize with point deductions or even forfeiture. The point is, we need to leave it up to the TD to decide what responsibilities to give a monitor depending on the situation.
