I would bring down by 13/7.

I simply counted good numbers for blue.(I ignored doublet as it looks great either way and it happens only half of the time).

22/16 gives 14 hit and covers (21, 31, 62, 43, 53, 63, 54) and 12 double hit (41, 51, 42, 52, 64, 65).

13/7 gives 10 hit and covers(21, 31, 62, 53, 63) and 4 double hit(51, 65).

I might have made a mistake in counting and some numbers are much better than others, but the result clearly supports 13/7. I guess duping 3 and not running into his shooting area (Blue's 9p is targetted by 13p and 14p)is the key. Also blue has less material in his home board zone.
