... there is no reason I can see NOT to give the monitor broad powers and responsibilities. Assuming the monitor is a highly experienced, impartial person who truly knows the rules and what is fair, lets keep in mind why he is there. It's because the players don't get along and/or one of the players has shown not to be cooperative in applying the rules or good sportsmanship. The monitor can make sure EVERYTHING is done fairly and properly.

But how many people are highly experienced and truly know the rules and what is fair? Even if you found such a person, would they be able to sustain the concentration needed to monitor everything for an entire match? Very few people would be able to do it effectively.

I don't think a monitor should be responsible for handing out any penalty. He is there to observe and advise. If the players can't agree, for example, on what a proper roll is, the monitor is there to give an impartial third opinion.

If the monitor does see an flagrant violation of the rules, he should stop the match and call the TD. It is up to the TD to decide how best to handle the situation. Hopefully, simply reminding the players of the rules and asking them to play nice is all that is needed. But if more serious action is called for, it is the TD who should take that action:

  1. The TD is the one with the most experience.
  2. Because the TD is responsible for the whole tournament, he is in a position to see that all players are treated equally.
  3. If there is a problem with an individual player or players, the TD needs to know about it and take measures to see that the problem doesn't escalate.
