I think that your comparison with DMP is misleading because the strategies ATS and at DMP are so different.

ATS it's bad to get hit, so the pay-now-or-later decision is critical. As Bob noted, we're probably going to have a leave a shot even if we choose to pay later. We might even be forced to leave a double shot, if White rolls something small that allows her to peel her spare off into her outfield. So pay now.

At DMP, as you noted, White won't hit if you pay now, and probably won't hit if you pay later, because she doesn't want you to anchor and prevent her from rolling her prime home and closing you out. So the pay-now-or-later decision isn't so critical.
