Over the board I'd definitely either play 13/8 or 6/2*/1* depending on my mood. Because I think those are the moves most people would make, and because of QF. I'm guessing they must be wrong.
Looking at everything else, I can't stand 13/9. You aren't supposed to slot the 9pt vs split checkers. That leaves 24/20 with either 6/5 or 24/23. Since 6/5 looks like an improvement and 24/23 looks like making things worse, I guess 24/20 6/5 must be best then.
Looking at 24/20 6/5, I don't really hate it, and the more I look at it, the more I like it. Blue is slotting the golden anchor when he already owns the 5pt and has more inner points, thus giving him the edge in a blot hitting contest. The 6/5 vs white's split checkers means that if white hits loose on the 5pt, then blue will have an awful lot of double hits if he rolls 5x.
How'd I do? Should I have bothered? 70's players would've played this way in a heartbeat by the way under the theory of go for both 5pt's come hell or high water, with the double hit being fugly, and 13/8 being hopelessly namby pamby.
Yes I know, I wouldn't have gotten the answer, assuming it is even the answer, if not for your title. But as things stand, before I see your rollout, if this position comes up (ha!) I will play 24/20 6/5.
