Are you aware of Zare's article "Normalizing errors" (Gammonvillage July 2006)?

Zare's suggestion is "Adjust the errors by the ratio of the size of the error of misplaying an opening 3-1 8/4 for money play and and at the match score [and cube situation]."

I like the idea a lot, because it also deals with the problem of artificially low error rates usually ocurring at DMP.

Of course, it's not quite what you are looking for, because it does not have the "1.000=borderline drop" property.
