Legal moves in tournament play

Suppose a player misses a clear hit and plays legally. It is an error that hurts equity. Why should an error of making an illegal play not similarly hurt equity? If the current rule is too harsh what to you would be the right level of punishment? There are options besides none at all and your use of too harsh suggests you think there should be some.
