I think you have a point here. What are the most important concepts during the opening? Making inner points, running, splitting, hitting, and slotting? Anything else perhaps should just be considered an "irregular" move and notated normally (or with the additional 'I'). While reading the Ballard/Weaver openings book what is interesting is their choice in organization. Instead of orderly going through all the move possibilities (i.e., 12,11,11;12,11,12;12,11,13;12,11,14;...) they're doing it conceptually so that in the first book it's what you do with a 31 given the situation and that normally you would be looking to make your 5pt with it. Nactation does a nice easy job dealing with the opening concepts except when things move beyond the standard "obvious" moves. I haven't really thought it all through yet but once you get beyond standard opening concepts I'm not sure what the use of Nactation is.
