Apply safe vs. bold criteria?

Magriel's safe/bold criteria suggest a safe play like 11/8 24/23. I'm afraid that's too conservative so I'd go with the DMP play of making the 5-point. Strengthens the board and a lot of the hitting numbers are duped.
