I like your theory that a key feature to look at is whether we want to keep the 7pt. If we don't care about the 7pt then all the checkers on it may be considered "spares." Here we don't want to keep the 7pt so the theory predicts 7/6. The extra crossover might also help in the race, and keeping a spare on the 3pt gives us a deuce to play that might otherwise be awkward, but I think these are lesser considerations. A 2:2 spare distribution is better than a 1:3 spare distribution and our doublets play exceptionally well after 7/6.
